Student Voting in NH 2026

All voters who are registering to vote in New Hampshire must present documentary proof of their qualifications: Identity, Age, U.S. Citizenship, and Domicile. All voters who are already registered to vote must present a qualifying photo ID when checking in to vote in an election.

Effective June 2, 2026, student IDs cannot be used as proof of ID when registering to vote, requesting an absentee ballot, or checking in to vote in an election. See HB 323 (2026).

To help students navigate these new laws on proving qualifications when registering to vote and proving identity when requesting an absentee ballot or checking in to vote in an election, the Secretary of State’s Office has created two new flyers that are specifically targeted at educating student voters.

The first flyer explains what documents are needed when registering to vote, provides common examples of documents students might use when registering to vote, and provides an overview of how to obtain a New Hampshire driver’s license or nondriver identification card.

The second flyer explains domicile for students, describes how to register to vote, and provides common examples of qualifying photo ID that can be used to obtain a ballot when voting in person. Additionally, it explains absentee voting, including who qualifies to vote absentee and how to request and return an absentee ballot.
