I don't believe that it would be beneficial to add that type of wording to the site plan approval, because it is very vague and open to very wide interpretation. Very hard to enforce when there are not any solid parameters but only what amounts to a matter of opinion. It seems that since a bed and breakfast is an approved used in that zone, the impact on neighborhoods would have already been considered by the planning board before that was instituted. I think it is very unlikely that we would see any problems with disturbances to the neighbors now or in the future, but would recommend adding this line to the approval: “The applicant shall operate the bed and breakfast in a manner so as to minimize potential disturbances to the neighbors at all times.” I think it very unlikely that there would be problems because Friends Forever is a diligent and responsive organization and I expect that they will retain the property for many years. In the event they sell the property it is most likely that it would be purchased for a single family use. If a new buyer ran a bed and breakfast, most are well run and quiet. But, I think there are concerns that somebody might not run it carefully as we have seen with some of the Air B and B’s around the country in recent years that became party houses. Having this provision would be another tool for enforcement should an irresponsible party buy the property in the future.
