Students have become more than rude and disruptive to families -- I repeat FAMILIES - - who live in close proximity to the proposed Mill Plaza redevelopment project. In the 1970’s we lived on Faculty Road, then on Garden Lane, and more recently on Oyster River Road. Since my husband is a UNH faculty member we have had positive interactions with students. However, student lifestyles have changed over the years. They have become more and more intrusive, especially since cell phones let them share where the action is. Neighbors have frequently been impacted by the behavior of intoxicated students who tend to wander around late at night. They urinate in public and leave beer cans strewn around the neighborhood. They have been found passed out in backyards and some have stumbled into private homes. By the time a resident has reported a complaint to the police and noise has been quelled the disturbance has already caused consternation and sleepless anxiety. As Chief Kurz has often stated, student lifestyles are simply incompatible with family neighborhoods - regardless of any well-intentioned property management plan. The Mill Plaza plan as presented tonight is not in keeping with our Conditional Use Criteria, which are intended to provide the Board with tools to protect the community’s welfare. I urge the Board to seriously consider whether student housing should be allowed anywhere on the site except where the Settlement Agreement designates it should be located … that is, in the North quadrant of the Mill Plaza property. I call to your attention that North is in fact the area nearest the intersection of Mill Road and Main Street where the Works Bagelry Café and Hannaford are currently located. Thank you for your ongoing work on this proposal and many others. I hope the Mill Plaza owners will present a viable plan and avoid continuing delays that waste the time of the Board and Durham residents. Sincerely, Annmarie Harris 56 Oyster River Road
