Dear members of the Planning Board, during its February 17, 2015 meeting, the EDC voted to support changes in zoning that would allow Elderly Housing as a conditional use in the Durham Business Park, thus enabling its development. Please see the appropriate part as recorded in the draft minutes below: Chair Luxem distributed an email that she received today from Eric Chinburg with an update from the discussions between Mr. Chinburg and the subcommittee that was formed to discuss the project. She said that Mr. Chinburg and the subcommittee have come to an agreement and Mr. Chinburg is very encouraged and is asked for the support of the EDC. Mr. Parnell noted that the Planning Board has not had the opportunity to review the agreement; but should be reviewing it on February 25th. The members discussed if there would be any opposition to the new agreement and if so what it might be. Mr. Parnell noted that those individuals who do not want anything to be able to be viewed from the road or the river may not be encouraged by the density of the development being on the back of the property. Renee Vannata asked what the taxable income of the proposed project would be over ten years. Mr. Parnell noted that each unit will be valued at approximately $200,000 and is certainly more revenue than nothing being developed. Chair Luxem noted that the development would bring in more revenue than a conservation subdivision. She also noted that this project would provide public access and a welcoming environment for the general public and noted that there may be a trail built as well. The members discussed the possibility of other businesses that would serve that community locating in Durham. Ms. Humphrey noted that the former Town Hall site is not far from the property and may be a good location for accessory businesses. Chair Luxem said that the possibility of connecting Jackson Landing to the area is under consideration and would be a nice recreation addition to Town. Ms. Humphrey reported that Mr. Chinburg is pleased and is hopeful that the EDC will support the project. Mr. Parnell said the changes will be brought to the Planning Board and a Public Hearing will be scheduled; most likely for March 11th. Renee Vannata MOVED to authorize Chair Luxem, on behalf of the EDC, to support the changes from the subcommittee of the Planning Board to the Durham Business Park proposal ; this was SECONDED by Anthony Raimondo and APPROVED by a vote of three in favor (with Lorne Parnell one abstaining).
