CLOSING OF TOWN HALL OFFICES - MOVE TO NEW FACILITY

All Town Hall offices will be CLOSED beginning Friday, October 17, 2014 through Thursday, October 23, 2014 in preparation of, and moving to the new Town Hall facility across the street at 8 Newmarket Road. 

 

All offices will reopen for business on Friday, October 24, 2014.

 

OCTOBER 20, 2014 COUNCIL MEETING - CANCELLED

The regular meeting of the Durham Town Council for Monday, October 20, 2014 has been CANCELLED.  The next regular meeting of the Council will be held on Monday, November 3, 2014, 7:00 PM, Council chambers at the new Town Hall, 8 Newmarket Road

 

MEETING LOCATIONS IN OCTOBER

Because of the migration over to the new Town Hall building, the following meetings in October will be held at the Durham Public Library.  Unfortunately, it may take several days until we are able to broadcast live via DCAT during the move to the new facility as the cable connection must be reestablished as a result of the move.  In addition, this week a new live cable feed was installed along the telephone poles between the new Town Hall and the new Durham Public Library to allow for future live broadcasting on DCAT from the library.

GENERAL ELECTION - TUESDAY, NOVEMBER 4, 2014

The General Election will be held on Tuesday, November 4, 2014 at the Oyster River High School. Polling hours are 7AM to 7PM. Volunteers are needed the day of the election. Residents interested in volunteering may contact Supervisor of the Checklist Ann Shump, 603-868-1342, shump@comcast. net, or Moderator Chris Regan, 603-868-2414.

ABSENTEE BALLOTS

 If you are unable to come to the polls for the upcoming General Election to be held Tuesday, November 4, 2014, due illness, disability or are observing a religious holiday or are absent from town during the polling hours of 7:00am to 7:00pm, you qualify for an absentee ballot.  Ballots are available at the Town Clerk’s Office during regular business hours, 8:00am to 5:00pm.  Ballots may be requested in person or by mailing a request the Town Clerk’s Office, 15 Newmarket Road, Durham, NH 03824.  The request should state the reason for your request, your resident address, a mailing address if different from your resident address, your printed name and a signature. 

 

Absentee ballots may be requested thru Monday, November 3, 2014, and must be returned in person by Monday at 5:00pm or delivered in the mail on Tuesday.  If you have any question please contact the Town Clerk’s Office at 603-868-5577.

 

SUPERVISORS OF THE CHECKLIST

All party changes that were made on or after the State Primary have been made by the Supervisors.  Please check to make sure you are listed the way you wish to be.  A new checklist has been published and is available to view at the Durham Post Office and at the Town Clerk's Office in the Town Hall. You may also simply double-check at the General Election on November 4.  There will not be another Primary election until the Presidential Primary in January 2016.  Parties can be changed any time up to 90 days before that Primary.

 

DURHAM RECEIVES 1 OF 5 EPA TECHNICAL ASSISTANCE GRANTS TO US COMMUNITIES FOR INTEGRATED PLANNING OF STORMWATER AND WASTEWATER PROJECTS

The U.S. Environmental Protection Agency is providing $335,000 in technical assistance to five communities across the United States to help them develop components of integrated plans for wastewater and stormwater management.


Integrated planning allows communities to sequence projects so they can start those with the highest priority first. EPA indicates its technical assistance will help recipients meet Clean Water Act requirements for water management in a cost-effective and environmentally beneficial way. EPA, states, and municipalities have historically focused on meeting each Clean Water Act requirement separately, an approach that may constrain communities from addressing the most serious water issues first.


In June 2012, EPA issued a framework promoting an integrated planning approach.


In May 2014, 28 communities including Durham responded to EPA’s request for letters of interest in technical assistance. EPA made its decision after evaluating the letters’ consideration of several factors, including human health and water quality challenges, innovative approaches, community and national impacts, and commitment to integrated planning.


The selected communities are:

Durham, N.H.: The Town of Durham and the University of New Hampshire proposed to evaluate opportunities to consolidate wastewater and stormwater resources, develop a wastewater and stormwater funding strategy, and develop a toolkit for tracking pollutant load contributions and reductions from wastewater and stormwater.

Burlington, Vt.: The City of Burlington proposed to evaluate its financial capability to fund an integrated stormwater and wastewater program; develop criteria for prioritizing community wastewater and stormwater needs based on social, economic and environmental factors; develop a list of example projects that rank highly based on these criteria; and evaluate innovative methods of pollutant reduction.

Santa Maria, Calif.: The City of Santa Maria proposed to develop an asset management approach to prioritize investments, identify innovative approaches such as green infrastructure, and identify environmental and public health benefits.

Springfield, Mo.: The City of Springfield, Greene County and City Utilities of Springfield proposed to develop a decision analysis tool to prioritize investments. The tool will identify, characterize and evaluate key pollutants and sources of water pollution.

Onondaga County, N.Y.: The Onondaga County Department of Water Environment Protection proposed to outline a process to engage stakeholders and identify, evaluate, and select stormwater and wastewater projects.


These five projects will provide examples of how communities can develop integrated plans to address components of Clean Water Act permits. The projects will also provide useful information and transferable tools for other communities interested in integrated planning.

WHY IS TRICK-OR-TREATING SCHEDULED THE DAY BEFORE HALLOWEEN IN DURHAM, LEE, AND MADBURY?
Occasioinally, the question arises "Why is Trick-or-Treating scheduled on the day before Halloween in Durham, Lee, and Madbury?"  What a great question!


The tradition has been in place for some time and the reason for it is to separate the at times raucous behavior of older kids and young-adults from younger children.  In addition, because the students at UNH also enjoy Halloween, it separates the college-aged celebrations from younger children in the district allowing everyone to enjoy the holiday.  


There are other communities that employ this strategy of holding Trick-or-Treating on the day before Halloween as well.  The common theme is to ensure the activity remains family friendly, fun, and safe for all involved.


Trick-or-Treating in Durham is from 5 – 7:30 PM on October 30th.

 

WATER/SEWER BILLS

Fall water/sewer bills have been mailed and are due November 10, 2014.

 

CIVIL FORFEITURES TO BE ISSUED FOR UNLICENSED DOGS
State Law requires all owners (or keepers) of dogs to license them annually in April.  The law further states the steps to follow for noncompliance.  The next step in the process is the issuance of a civil forfeiture to all owners of unlicensed dogs on October 31, 2014.  This requires the payment of the license fee, related late charges and the $25.00 civil forfeiture fee within 15 working days.  Failure to comply will result in a summons to District Court.  


Civil forfeiture notices are to be served in hand by the Police Department or sent certified mail.  The cost to the Town for certified mail is $6.48 for each notice and amounts to over a $1,000.00 expense.  Several notices have been sent as reminders, if you have received a notice we urge you to comply immediately to minimize this expense.  Please call (868-5577) if you have moved or if your dog has died as we have no way to know if you do not inform us.  Thank you in advance as we try to minimize our operational costs.

DOWNEASTER OFFERS $5 FARES FOR LEAF PEEPERS

Beginning Monday, October 6, 2014, the Amtrak Downeaster is offering weekday (Mon-Fri) $5 one-way adult fees for travel between Exeter and Brunswick, Maine or points in-between for a limited time this fall season. Up to two children, ages 2 to 12, can ride for half price ($2.50) with each adult fare. The fare special is good through the month of October.

DURHAM HISTORIC ASSOCIATION FALL PROGRAM

The Durham Historic Association Fall program is a Tour of the Meader-Emerson Farm on Sunday, October 19th from 2-4 PM. The farm is located at 184 Piscataqua Road.  Join Diane Newick and Janet Mackie to learn the history of one of Durham’s oldest farms. The Sunday afternoon schedule allows visitors to see the house, barn, fields and graveyard all overlooking Little Bay. Directions:Take Piscataqua Road (Route 4) heading east toward Portsmouth, then TURN RIGHT at the second dirt driveway after Wagon Hill Farm.

 

SOLAR POWER FOR MUNICIPAL FACILITIES

Since late 2014, part of the Town's energy has been generated locally—as in, right here in Durham. Solar panels installed on the public library, the Churchill Rink, and the police station are up and running.

OYSTER RIVER FOREST HABITAT RESTORATION WORKDAY - TUESDAY, OCTOBER 21ST

Join the Durham Conservation Commission and wildlife consultant Ellen Snyder on Tuesday, October 21st from 2-5 pm to enjoy one of Durham’s newest conservation areas—the 170-acre Oyster River Forest—while helping to restore habitat for bees, bugs, butterflies, and bunnies and enhance the site for existing and future walking trails for people. We will hand pull invasive glossy buckthorn seedlings and flag areas of native plants. Learn about restoration of the fields and habitat for New England cottontails. ORCSD FOOD SERVICE DEPARTMENT GROWING AND SOURCING LOCALLY

Two years ago, the Oyster River Cooperative School District secured a warrant article for $14,000 in local food funding annually. In the year that followed Dorris Demers, ORCSD Food Service Director, was able to spend $22,000 on local food, making up 10% of the total annual food budget. She hopes to eventually source 40% of the school district’s food locally. Residents may not know that there are often salad bar options and yogurt lunches as well at the ORCSD schools.  To read more about this initiative, click HERE.

DEDICATION CEREMONY ON SATURDAY - JOHN HATCH PARK

The public is cordially invited to celebrate the dedication ceremony naming the John Hatch Park at Wiswall Falls on Saturday, October 18, 2014 at 2:00 PM at the Park.

 

In September 2009, the Wiswall Historic Interpretation Committee (WHIC) was formed by the Town of Durham to fulfill the requirements of a Memorandum of Agreement (MOA) between the Town, the Federal Emergency Management Administration, the New Hampshire Division of Historic Resources, and other parties for historic mitigation for the removal of the former stone bridge abutments during the reconstruction of the Wiswall bridge.  


The primary task of the committee (co-chaired by Richard H. Lord & Howard Burrows), as defined in the MOA, was to work with a graphic arts firm to develop an informational display to be located at John Hatch/Wiswall Park that would tell the story of the historic mills on the site and its relationship to the neighborhood and the Town.  A graphic arts firm was selected and subsequently in the fall of 2010, the interpretative panels were installed. A new panel has been installed dedicating the park to John Hatch. A new sign "John Hatch Park" has also been added.

New Session of Coyote Club: November 3rd - December 11th- The next session of Coyote Club begins November 3rd and runs until December 11th.  This nature based wildlife program commits itself to brining the best in naturalist studies to students in New England.  Participants will be taught survival skills, environmental education, and much more. Halloween Stories at Family Storytime on Sat. Oct. 25th at 10:30 a.m. – Halloween is coming!  Bring a favorite stuffed animal for Halloween stories, feltboard fun, songs, rhymes and a pumpkin craft!  We will provide stuffed animals if you forget.  All are welcome.

Movie, “The Americanization of Emily”, Mon. Pajama Storytime, Tues. IN THE GALLERY... Art exhibit inspired by the poetry of Robert Frost - View over 20 paintings in the lobby display case and the upstairs gallery. Artists are Ingeborg V. FROM "HISTORY IN AN OYSTERSHELL - A BRIEF HISTORY OF DURHAM, NH, 1600 - 1976 written by Philip A. Wilcox and members of the Durham Historic Association
1900 - The Chapel was erected as a memorial to Hamilton Smith by his widow. Beautifully constructed of granite, it has 6 lovely stained-glass windows. The graves of the Smiths and her daughter are here. It is now owned by the Town, and is available for small weddings.
